Since 1961, Newbanks has served many of the nation's primary lending institutions as construction consultants. We have reviewed thousands of projects for hundreds of clients. The size and variety of projects in which we have been involved are illustrated by the partial list of projects included here.

We provide consulting services for construction and permanent lenders, mortgage bankers, REITs and insurance companies. We have worked on special projects with the FDIC and HUD. We offer Front-End Analysis Reports, Periodic Site Observation for loan disbursement purposes, Plan Compliance Observation, and Property Condition Reports. A partial list of clients is included.

Our staff of construction consultants all have architectural, engineering, or construction management degrees. Our reports are designed to give the client the information they need to know.

Front-End Analysis

Prior to construction, Newbanks will review the borrower's plans and specifications to evaluate the completeness of these important documents. Construction lenders frequently request an analysis of the contractor's estimated construction costs to determine if available funds are sufficient to complete the proposed project. We use costs of comparable projects from our extensive database in this analysis. Other contract documents, such as Geotechnical Reports, Environmental Reports, the general contract, etc., are also reviewed during this process. If problems or questions arise, we normally contact the borrower or his agents for prompt clarification.

Site Observation

During construction, we perform periodic site observation. These enable us to determine that construction is progressing satisfactorily and in substantial compliance with plans, specifications, and applicable building codes. We also comment on the quality of materials and workmanship. For construction lenders, we verify that requests for periodic disbursements of construction funds are reasonably accurate. Any problems or questions are reported to the lenders, and immediately submitted to the borrower for explanation or corrections.

After construction is completed, we typically provide statements as to overall quality of work and observed compliance with the plans and specifications. Our involvement with the project before and during construction provides a valid basis for these comments.

Property Condition Reports

Existing projects are reviewed to determine their present physical condition. We will include coordination of environmental inspections. These services have been provided to: lenders, investment groups, mortgage bankers, REITs, the FDIC, and HUD. Projects reviewed include office buildings, office parks, distribution facilities, retail centers, golf courses and clubhouses, hotels, and apartment complexes. Deferred maintenance, structural condition, environmental impact, and site conditions are typical items that are concerns to our clients.

We tailor our report to the specific requirements of the client. We also monitor the quality and progress of major rehabilitation or repairs required on these projects. Review of rehabilitation costs and cost estimates for repairs, upgrades, etc., can be included with our reports.

Workout Scenarios

For nearly a half century, the Newbanks team has specialized in reviewing virtually all types of construction projects and existing properties; as well as related construction plans, documents, and costs. With our experience in withstanding numerous market peaks and downturns in the cyclical real estate industry, Newbanks can be a vital component in your underwriting process. Our professional staff possesses the skill and experience necessary to quickly determine the status, condition, and quality of construction completed to date for projects that are presently in a workout scenario, foreclosure, or are partially completed. We will visit the project, meet with available personnel, and review available documentation to ascertain the remaining work and associated cost to bring the project to substantial completion. Our comprehensive summary report will allow your firm to make sound underwriting decisions in the current market.

Reporting Procedures

We assign your project to one of our qualified staff. Written reports keep you informed as to the estimated percentage of work completed, problems encountered, and whether the funds requested for work completed are justified. Also included in our scheduled reports are photographs, a site sketch, and progress completion schedules.

We maintain close relationships with consulting firms who specialize in the various fields of construction. If problems arise which require specialized services, we contact these consultants to assist us in the resolution of these problems. These consultants include mechanical, structural, electrical, civil, and conveying system engineering firms.
