The objective of a Phase I Environmental Site Assessment (ESA)
is to assess the potential for or the presence of environmental
conditions associated with the current and past property use as
well as off-site environmental conditions. A Phase I ESA allows
the property owner or buyer to understand the potential environmental
impacts to the site and the liability associated with past or
present site use and operations.
At a minimum, NET, L.L.C.'s Phase I ESA will meet the most current
guidelines of the American Society for Testing and Materials
(ASTM) Standard E-1527 for conducting site assessments. A typical Phase I ESA scope of work includes the following:
- A visual observation of the property for evidence of activities
indicating the use, treatment, storage or disposal of hazardous substances;
- A visual evaluation of sites within one mile of the subject site;
- Collection, review and evaluation of current and historical
operations information; readily available permits, records,
site maps, reports, Material Safety Data Sheets (MSDS),
manifests, and inspection records related to the site;
- A review of regulatory history and environmental compliance
of past and present owners and operators;
- A photographic record of current subject site and surrounding
site activities;
- Interviews with persons knowledgeable of present and historic
site activities is conducted. These interviews may include
owners, employees, tenants, local officials, neighbors, and/or
other knowledgeable parties;
- A review of current and historical aerial photographs,
chain of title, insurance maps, city directories, topographic
maps and geologic data;
- Federal, state and local environmental databases are reviewed
to identify the subject site and/or surrounding sites within the
applicable ASTM search radii;
- Preparation of the Phase I ESA which includes the Project
Summary Chart at the front of the report, the results of the
assessment, conclusions and recommendations.
